Make turbo scan configurable by CLI or turbo.json

Goals

I want to use turbo scan programmatically so my teammates can benefit from it without launching it directly.
Problem is, for every "question" that fails, the process exit with exit code 1.
I want to be able to configure turbo scan so that it only ask the questions that i allow.
I'm ok with turbo scan to fail, but only by the configured "questions".

Non-goals

The failure of the process doesn't need to be removed.

Background

Like i said, i need this feature to make it usable programmatically.
There are no alternatives currently.

How should this feature be implemented?

Simply make turbo scan configurable.
