There is no API for querying frame rate (fps) directly in HLS.js or on HTMLMediaElement. HLS.js does not parse frame rate from the media.

If your HLS Playlist includes the FRAME-RATE attribute on each STREAM-INF, then you can get the value from the current Level level.attr['FRAME-RATE'];

Another option, if available in your JavaScript runtime, is to use HTMLMediaElement getVideoPlaybackQuality() to poll totalVideoFrames over time, while the video is playing, to get an approximate number of decoded video frames per second.
