公開後に記事を取り下げたときの仕様を固める #205

駅伝登録から記事を一度公開した後に記事を取り下げる（記事にアクセスできない状態にする）ことがある。
現在のページでは取り下げに相当する状態がなく、ただ単にリンク先が閲覧できなくなるだけである。

取り下げた記事がある場合、取り下げと分かるよう駅伝の UI を改修したほうがよさそう
登録したユーザが後で取り下げを選択できるようにするとよさそう
- 取り下げ自体は比較的レアなので、個別対応でも十分回りそうではある？
