I believe formatting inside a link text should be visually indicated in the same way the formatting is outside of a link. So both of these should render bold:

[**Mark Powell's Ballpoint Art**](https://ktxc.to/mark-powell-art) // **[Mark Powell's Ballpoint Art](https://ktxc.to/mark-powell-art)**

The first, which doesn't get rednered as bold, arguably renders more correct HTML (the formatting tag closer to the element it applies to).
