The latest version of the Proton VPN app (https://protonvpn.com/support/linux-vpn-setup/) has changed the name of the icon in the desktop file to "proton-vpn-logo". Creating a symlink for "proton-vpn-logo" to "protonvpn" in the "apps" folder for each variation of the Tela icon theme will fix this.
