Time Sliders unlocked if the filter "use most recent year" is activated

As described in the title, if the filter "use most recent year" is active the time slider can still be used freely for both starting and ending year.
Expected behaviour would be that the slider for the ending year would be locked if that filter is active.
This happens for all the diagram types in the same fashion.

To Reproduce Steps to reproduce the behavior:

1. open https://int.visualize.admin.ch/de/v/RtQqt8H6QzA5 and edit graphic
2. edit horizontal axis
3. See error.
