No consistency in class names #2596

Some classes start with lowercase w2, some classes start with uppercase w2 but don't say w2. It needs to be consistent, it confuses people. Also, shouldn't the file name and the class name be the same? It says w2tooltip.js but the name inside the class is Tooltip?
