HorizontalPager resets on orientation change #1094

Problem: when I perform this sequence of events the HorizontalPager resets:

Touch the second bottom bar tab
Touch the second top bar tab
Rotate the device twice

Possible solution:

Do not change UI tree structure based on screen width, just use ListDetailPaneScaffold or similar instead
