Move dockerfile to utilize multi-stage build

Is your feature request related to a problem? Please describe.
Currently the dockerfile includes build-time dependencies in the final container. The build should be moved to a separate stage to ensure that the container footprint is as small as possible.

Describe the solution you'd like
Dockerfile that preferably will build dependencies in an initial stage, and then copy built items to second stage container for publishing
