Upstream Choco package to community repository

Describe the problem/challenge you have
Once #73 is merged, we'll have Choco compatible packages, but discovery is still difficult. Users will have to seek out our nupkg, manually download and then install. Choco's installation from a local path has a quirk where it wont look up dependencies upstream by default, so if you didn't already have kubernetes-cli it'll fail instead of finding it through normal channels.

Description of the solution you'd like
We should explore promoting our package upstream so it shows up in the community repository.
