Ordered Resources ordering if not complete list

Hi,

I was wondering what the behaviour of velero is if the list in ordered-resources is incomplete and whether this behaviour is specced or just "by chance".

Specifically I would expect (or maybe just prefer) that if the list is non-exhaustive that any mentioned resources are always backed up before anything else.

I'm unsure how this would interact with any hooks, as it seems that currently any pods that are matched by a hook are backed up first.
