Latest git release breaks clusterctl

Describe the bug

The latest GitHub release is missing manifest and infrastructure-component yaml files causing clusterctl to fail pulling any version of vcd InfrastructureProvider.

Reproduction steps

1. Attempt to init or upgrade clusterctl with any version of --infrastructure vcd

Expected behavior

Clusterctl should be able to pull either a specified or latest version of VCD infrastructure provider.

Additional context

Creating an override with local repository including only v1.3.0 files works, further validating the missing files are the blame.
