support searching elections via title and description

as soon as this feature "Add new indexed fields to search by, like also via title and description" in the backend is developed vocdoni/vocdoni-node#1318
we should add the support for this in the frontend, so i'm leaving this issue here for the future

(this issue was originally mentioned in #188 but was left out of scope)
