feature: add some endpoint with metrics #1323

dumping some ideas from @p4u

some indexer metrics, like votes
validator metrics, like the number of votes. during last 24h or X period. this would need indexing the block headers (Return correct date for old blocks #1321)

this endpoint would be used by explorer, to paint some simple graphs, completely independent from prometheus+grafana
