refactor validator power calculation

in the wild, we've seen when a validator goes offline, the power does not decay quickly enough, hindering block production for an unreasonable amount of time.

the decay factor should be more aggressive, maybe more adaptations are needed.

this involves simulation and testing

and the change would break consensus, so a chain bump is needed.
