this is a feature from gentoo, basically if you have a package that needs updating it sends you a notification that it does and if it's got breaking changes
i think it'd be a really nifty feature to have ^w^

install messages already exist

there's also #572 which changes the behaviour and xnews from xtools which can show you news from all installed packages since a date
