Convert to a team compass repo

Problem

For consistency with other Jupyter subprojects it would be great to have a @voila-dashboards/team-compass repo to keep the information related to the project.

Similar to:

• https://github.com/jupyterlab/team-compass
• https://github.com/jupyter/notebook-team-compass
• https://github.com/jupyter-server/team-compass
• and many others

Suggested Improvement

We can create a new @voila-dashboards/team-compass repo to:

• keep general and top-level information about voila in one place
• list the members of the Voila council

A follow-up would be to start hosting community calls again.

If the notebook weekly call switches back to 30 minutes call on Wednesdays 08:30 Pacific (https://github.com/jupyter/notebook-team-compass#weekly-team-meetings), then there could be a 30 minutes slot for Voila at 08:00 Pacific.
