For Volt to become a framework useful in multilingual areas of the world, i18n is an important feature.

@ryanstout I'd like to give a hand implementing i18n. However, you should be happy with how i18n is being tackled, so let's discuss first 😄 When the cornerstones are specified, I'll update this issue comment to sketch the actual implementation.

Here are some basic questions to begin:

  • What should the i18n markup in the views look like?
  • How should the locales be stored (server-side) and accessed (client-side)?
  • Where should the code go, core or gem?

As for the latter, i18n is IMHO important enough to belong to the core.
