Admin should be able to add another email address for a user

Say someone has a soft bounce cause they sent an email from an address that 
isn't subscribed to 
the list. The admin can then manually approve and subscribe that user. The 
problem with this 
approach is that really the admin just wants to add that address to the user 
because if the admin 
subscribes the user, then they will essentially be subscribed to the list 2x. 

There is no ui for an admin to add another address to a users account.
