Upgrade Postgresql database version

From Heroku:

Before 2024-Apr-30, you can perform an upgrade to version 13 or more. Typically,
you will have around 10 minutes downtime. You may want additional time to ensure
that everything works properly after the upgrade. This dev-center article provides
instructions on performing the upgrade: https://devcenter.heroku.com/articles/upgrading-heroku-postgres-databases
After 2024-Apr-30, we will schedule an automatic upgrade to 13. This forced
upgrade will incur significant downtime for the database and associated app(s),
which can reach 12 hours in extreme cases.

Upgraded prod and staging to 15.5! vx-arlo-vuln-scanning is already on 14.10, so no urgent need to upgrade that
