Affected Puppet, Ruby, OS and module versions/distributions

Puppet: 5.5.0
Ruby: 2.3.3p222 (2016-11-21) [x86_64-linux-gnu]
Distribution: debian linux jessie 8.11
Module version: v3.1.2

How to reproduce (e.g Puppet code you use)

There are settings to set the rpcaudit logfile etc. but no overall setting to set rcpaudit

I'd like to set rpcaudit = 0

In manifests/server/config/rpcauditprovider/logfile.pp, rpcaudit is fixed and set on 1

What behaviour did you expect instead

rpcaudit setting should be configurable.
