Empty profile has inconsistent behaviour between navigating to user tasks and navigating to user snippets

I created an empty profile in the Profiles Editor and tried clicking on the various actions.
I noticed that I could click on the action for user tasks and receive a file not found editor that allowed me to create a new file.
I did not see a way to directly add a user snippet from the Profiles Editor.
Could the top-level snippets and extensions entries contain actions that bring the user to a snippets editor and the extensions viewlet, respectively?
