Have a "Force Outline Mode" similar to Logseq

Thanks for the awesome plugin! I feel like this plugin could make a huge contribution to making an outliner experience like Logseq or Roam in Obsidian. Some sort of outline mode where each line is automatically preceded by a bullet point.
Obviously, starting with a bullet point and then entering lines would create a bulleted point. But It'd be nice if pressing enter on an empty bullet line would leave it as is and create a new bulleted line right below it. Similarly, disallow erasing a bullet point. Not sure how easy this would be, but I feel like some of the basics could be implemented.
