Create a W3C WG NOTE Deliverable that describes the SHACL validator for SHACL ("SHACL-SHACL" or SHSH).

The NOTE will be a W3C document that introduces the validator and describes its data model.

The NOTE will link to the RDF file.

We expect that SHSH will be more dynamic than other WG deliverables - REC documents - as it will need to be updated if/when features/bugs/refactoring happens.

Once created (via a PR with new HTML and RDF content) the NOTE will need to be voted on before becoming a FPWD.
