Issue: No apparent tracking/versioning of the DID Method specification acceptance criteria, tracking of when a specification as accepted, nor what version of the assessment criteria was used to approve the acceptance into the Registry.

There is no apparent way to easily audit which criteria was used to approve the acceptance of a particular DID Method specification,

Desired Resolution

1. Track, version, and record each new version of the assessment criteria
2. Make the different versioned assessment criteria easily findable
3. Record the date and time when a particular DID Method specification was accepted for registration
4. Record the version of the assessment criteria that was in effect at the time when a particular DID Method specification was accepted for registration
