New Concept(s)

The RISK taxonomy should provide a taxonomy for rights impacts e.g. right is prevented from being exercised, is not fulfilled, and in the extreme vase has been violated. Specific concepts should be provided for each right modelled using DPV e.g. EU-GDPR and EU-Rights, so that it can be explicitly and easily specified which right has been impacted and in what way. E.g.

risk:RightExercisePrevented skos:broader risk:RightsImpact .

  • RightDenied - denial that a right exists or applies
  • RightLimited - limit the scope of a right
  • RightUnfulfilled - unfulfilment of a right exercise
  • RightViolated - breach of a right in terms of its obligations, typically in a deliberate fashion
  • RightEroded - weakening of the right
  • RightObstructed - obstruction of the right or its exercise

adds consolidated RISK taxonomy #181

- creates a new structuring/organisation of RISK taxonomy related to
  risk sources, risks, consequences, and impacts where each concept can
  take on different roles depending on the use-case
- to express this, each concept is created as an instance of new
  concepts e.g. `PotentialRiskSource` or `PotentialImpact`
- the concepts are now provided in a module `risk_taxonomy` instead of
  `risk_consequences` (which has been deleted)
- the HTML documentation provides new sections for each of the
  `Potential...` concept along with an overview table for roles
- the HTML documentation does NOT provide description of the new model
  or examples, this is TODO
- this work is with thanks to discussions with @DelaramGlp and Rob
  Brennan
- #182 added bias concepts
- #185 removed risk:Fee as it has been added to DPV as dpv:FeeRequirement
- #190 added discrimination concepts
- #184 added rights impact concepts in RISK

Adds EU-GDPR rights impacts - only A13 is detailed

- adds a corresponding rights impact concept for each of GDPR's rights
- adds detailed impact concepts for A13 as an example to use in
  discussions for whether this level of granularity is helpful
- the impacts concepts are from RISK taxonomy i.e. `risk:RightsImpact`

DPV 2.1 will add these rights impact concepts at a broad level i.e. impact on right, and the specific impact categories in the risk concepts representing impacts on rights. The more specific concepts e.g. denial, violation for each right are to be discussed for inclusion in DPV 2.2. See DPVCG meeting 29 OCT 2024
