How for groups to track e.g. priv/sec issues WITHOUT asking for help #12

As PING triages issues imported by the tool, we're finding many where a WG probably did not intend to ask for help - they were just labeling the substance of an issue.

  1. We should probably educate them that they can again use "Privacy" and "Security" labels - they just won't trigger attention elsewhere.
  2. Maybe we need to go back and re-add those labels in the cases where the tool removed them? Or at least warn groups that that's what we did? I hate to think that we: Converted their tracking "privacy" label to -tracker, then upgraded that to -needs-resolution (automatically removing -tracker), resolved that, and then left their issue not tagged in the way they expect.

My current thinking is to leave that one untouched for now. It only affected 20 issues at most and the Groups should free to recreate their own privacy/security labels and re-apply them if needed.

Not sure if I understand the question in this issue correctly, in the i18n WG we have a label (advice-requested) for issues that the i18n WG has been asked to comment/advise. For the issues do not need advise from the i18n WG (such as issues we raised ourselves or issues related to i18n but no advise from us is needed), we do not add this label.
