When creating an issue, the script doesn't check if the label exists and GH creates it if it doesn't. Problem is that it doesn't get the proper color and description. So let's check that everything is fine before https://github.com/w3c/horizontal-issue-tracker/blob/server/horizontal-task.js#L419

This addresses w3c/i18n-activity#1003
