Publication of updated CR

WebVTT Status
Currently, still CR. Output on https://w3c.github.io/webvtt/ and https://www.w3.org/TR/webvtt/ is different. Outstanding PRs mark more things as at-risk. Some of these features should come back, potentially in an evergreen feature addition.

VTTRegion lines long and region lines +/- MAX_VALUE
I think these two are good to go but worth raising to see if anyone wanted to take a look and raise issues.
new snapshot
This was approved and potentially can go into a new CR but requires a CfC before requesting a transition, it also includes the two changes above, and we may want to include the new feature request of unbounded endTime

Any objections? How do we resolve the IPR.

- update and merge bikeshed PR

GitHub Pages after switching master to main branch names
A couple of repos had issues with their GitHub pages publication after the branch name switch - one fix was to change the publication directory, save, then change it back and save again.
