AOB: "Dubtitles"

As an AOB, discussion around what is often referred to as "dubtitles". Though, maybe ccsubs is more relevant? Probably can be both even.

"dubtitles" is a new term for me - is it the same as "spoken subtitles", i.e. translations that trigger text to speech?

I've only started seeing it this year. It essentially refers to when the dubbing audio script is used to generate subtitles that are then also used for the original audio track and not just with the dubbed audio track. This means that the timing of the cues is off from the audio and that there may be additional or missing cues when compared to the original audio.
And while there's cost reasons as to why this happens, I'm wondering if there are technical reasons too and if that's something that could be solved.
It's been particularly felt this year in the anime community, who are passionate about their subtitles.
