Since GPC is listed in the WG's charter, it seems appropriate to publish a FPWD for it.
This is a little urgent, since https://www.w3.org/TR/privacy-principles/ has a reference to it, which will point to https://privacycg.github.io/gpc-spec/ in the Privacy Principles Statement unless an FPWD is published first.
Consensus to publish the FPWD should probably also create an appropriate URL approving WD auto-publication in the future, to use with https://w3c.github.io/spec-prod/#w3c_wg_decision_url.
