[Feature] /announce command

In some cases, it could be helpful we use the /release command if we want to publically announce something.
However, for convience, it might be nice to have a seperate command for such functionality, like /announce.
Examples of why an author would use this;

• why the modlist is currently down
• hotfix
• transfer of ownership or new support server
• etc.
