Add tenant management function

When Docker initializes, as a platform administrator, adding users in the user management menu is different from tenants, so we need to distinguish them

1. Platform administrators only add tenants in their business, rather than directly adding users
2. Keep the original user management open to tenants, and the menu corresponding to the platform administrator can be hidden or retained, but it has no actual business function
