Verify and fine tune the rules for the autoscaling.

The system now scales up easily but define the scale done is difficult, due the ongoing download that can last hours.

Proposal:

Scale up if a message is on the queue for more than X minutes
The POD shutdown himself if no messages are received for Y minutes

There is a PR with the logic that manage the autoshutdown: #93
