This will need some heavy changes to the CMS, but the basic idea would be to have a tab structure in the CMS item edit pages themselves for each language you want to support.

That would correspond directly with a duplicated site output under a language folder in the URLS.... sitename.com/fr/....etc. You'd be able to set a default language which takes the default URLs.

Know we've talked about the possibilities around this so leaving it brief. Needs more thought.
