O artigo proposto para tradução está em https://www.w3.org/Consortium/Legal/IPR-FAQ-20000620. Como ele é muito grande, pode ser interessante adicionar apenas as partes relacionadas exclusivamente ao processo de como fazer traduções de documentos da W3C e até mesmo receber o Status de "oficial".

Vou deixar este ponto aqui com status de bloqueado, visto que pode depender de mais discussão, e outros tópicos certamente são mais fáceis de fazer.
