Consider showing status line when no data

The status line could be displayed when there's no data yet. The user won't really know the difference anyway, but it would look better, I think, if the principal purpose of the site at this time is displayed. In other words, they should see that what this is going to tell them is how much money they can apply for, how much they have applied for, how much they've spent, and how much has come out of pocket.
