corner case : if too many zone and too many files and meta zone size is small, falling to RollMetaZonedLocked loop

I'm working on small zone zns, where there is many zone in device.
it is corner case, but if there are too much metadata that Small zone cannot save all meta data at once,
RollMetaZoneLocked loop occurs.
