Could you try this using spaces instead of commas? "LDAP_URI=ldap://10.201.48.1 ldap://10.201.32.1". NSCD seems to support failing over, but I have seen a few bug reports from years ago saying it doesn't work.

ChatGPT gives the same answer as you said, but it doesn't work.
