Merges output-viewport -> master

This implements an experimental feature addition to the wlr_output_management_unstable_v1 that is currently being considered by wlroots developers for inclusion in wlroots!116.

This change would allow output mirroring again (our former custom protocol did mirroring this way). Because the change has not yet landed in wlr-protocols, this MR is marked as Draft.
