Detach the WireMock Integration Test Suite into a reusable library

Proposal

Currently we have a number of test suites that de-facto do integration testing

• WireMock Testcontainers Java https://github.com/wiremock/wiremock-testcontainers-java
• A partial copy of this test suite for Docker images: https://github.com/wiremock/wiremock-docker/tree/main/test/integration-tests
• A must-have suite in WireMock itself

It would be nice to have a configurable test suite that would validate compatibility of core components and prevent regressions like wiremock/wiremock#2342 that we didn't notice in the WireMock 3 release

If there are any existing implementations, prototypes, blogs or etc, let us know!
