Sync-rules always uploads all rules during sync-rules, even if those rules didn't change #16

Currently my rules.json looks like this:

the easiest way to reproduce a problem is to run wise -c config.json sync-rules rules.json twice.

Second time uploads all rules, despite the fact, that first time made sure, that rules are up to date.

Let's treat this right now as a spike:

Please make a research:

  • what cause this problem
  • how difficult it will be to fix that

Later we will decide if this should have higher priority than Wise Hub MVP

This has to be re-tested, whether this problem still exists with download/upload-rules...
