Currently, for cumulative measures we use a Jenks natural breaks method that considers the entire dataset to find breaks. This has a few issues:

It's data-intensive, and requires re-calculation when new data is introduced.
It might lead to clusters and bins which aren't all that useful (i.e. clustering by dates, which isn't useful). See Adjust bin scale for map of parks access in LA? #155 as an example.

We can use this space (or an issue in a future repository) to decide on a better approach going forward.
