On the timing, from our colleague at Seamless Bay Area:
Originally the region-wide free transfers policy was supposed to be timed to coincide with the upgrade to Clipper 2.0 - and that was supposed to be in fall of this year - but due to Cubic Delays, Clipper 2.0 is delayed by 9 months and now expected to launch until 2024 sometime. However, we hear that MTC and other agencies are looking to still meet the 2023 commitment to introduce free and reduced price transfers - which would have to be on the Clipper 1.0 system - because they are eager to follow through with this high-visibility commitment and rollout strategies that can help bring back ridership sooner.
