The purpose of this issue is to develop KPIs to monitor the transition from GTS/WIS1 to WIS2

ET-W2AT meeting Washington

KPIs transition GTS to WIS2:
- number of WIS2 experimental
- number of WIS2 operational
- number of countries having disconnected MSS from GTS
The KPIS are measured every 6 months and presented by region
