How can we create the account on Jabber server using the asp.net

How can we create the account on Jabber server using the asp.net API.
I am not able to getting the API which I have used to create the account for 
jabber server through application.

My functionality is that I have a registration form which having some user 
information like username, password when I click on submit button on the Page , 
it create a new user account on jabber server and return the response back to 
user, that something your account have been created successfully either 0 or 1 
on account creation.
