Update photo and video permissions before May 28, 2025

I wasn't aware of this requirement, but apparently we need to update our photo and video permissions to be compliant with the Google Play Store. I requested an extension and my request was granted, but we need to make sure this is done well before the May 28 deadline.

Looking into this further, it seems that rather than making changes to our app, we need to instead submit a “declaration” explaining why we need permission to access user images & videos.
