Adjust the text above creating new widgets

I do believe we need to adjust this text in the Theme Settings -> Global Settings.

Number of custom widget areas
Select how many custom widget areas you want to add. Please note that you will have to save your settings and reload the customizer for the changes to take effect.

Here it would be good with some text to let the user know that these widget areas will first be available after they are added to the layout.

...to get access to the widgets one first needs to add them to the layout.
