Need to prefix closureLinterPath with "python " on Windows #11

On Windows, grunt lint was giving an error:

Warning: Command failed: 'bower_components\closure-linter\closure_linter' is not recognized as an internal or external command,
operable program or batch file.

I've had to prefix it with "python " to get it to run:

closureLint: {
            app:{
                closureLinterPath : 'python bower_components/closure-linter/closure_linter'
