How to Convert from Cobie XLS to IFC file?

Can we do conversion from Cobie xls to IFC ?
If possible where i should refer such conversion.

The Exchanger will do that for you. It's a while since I've been in the code, but if you run Xbim.COBieLiteUK.Client demo app it'll be a good starting point to figure out which of the different exchangers will do what you want:
